was the first american city to develop a water system and to take on as a municipal responsibility water delivery to all of its citizens. when william penn laid out the city, he actually chose a spot of land that had a lot of groundwater. however, by 1730, 30,000 people lived within the first seven blocks of philadelphia, next to the delaware river. well, 30,000 people caused filth in the city and polluted their water sources. the groundwater was not potable. and in one year, 1/6 of the population died of yellow fever. now, they didn't know at the time that yellow fever was carried by mosquitoes. but the health issue was major in that first movement to build a water system. narrator: so they set out to find the cleanest source of water. although the majority of philadelphia's water now comes from the delaware river, early engineers found that development along the waterfront was causing pollution. so their search led them to the nearby schuylkill river. philadelphia developed technologies to pump water from the river into the city. these technologies established engineering concepts that

's been very, very popular in the southeast, in the philadelphia suburbs and the city itself. it's a real tough hurdle to overcome. but interestingly, ohio, pennsylvania, florida, none of them according to the time's poll looked promising and no candidate can win without winning at least one of those three states. >> as a political veteran, you know well it's not over until it's over, and you say there are a couple of scenarios under which mitt romney could win. one may be more plausible than the other, but what are they? >> first of all, he needs two things to happen. he needs a terrific performance in the debate. he's capable of that, alex. he won almost every possible debate when newt gingrich did very well. governor romney is a good debate and he stays on message and looks and sounds like a president. there's no question about it when he's in that sort of disciplined, restricted venue. so i think he's going to do very well on on the debates. the second thing he needs is for the obama campaign to make a major error, and i don't think that's very plausible. the obama folks have always b

and if we can get to all of the components. in 2009 after president obama took office the city was sacked included new credits that were primarily focused on low-income families and families that have kids in college that were extended in 2010 and expired at the end of the year. there's the timber cut in social security payroll taxes the was done in the stimulus for 2011 and extended for 2012. and then in addition to all of those expiring tax provisions that got most of the attention from the fiscal macroeconomic point of view and another thing we have to the start of next year and the tax increases included in the 2010 health reform act. and so, when you look at the debate over the fiscal cliff, the point is to recognize there is a very diverse array of tax provisions that are under discussion. and that's important for understanding the effects on american households, different households are affected differently by these provisions. at the low end of the income distribution for example the credits that were enacted in 2009 turn out to be very important as the temporary payroll taxes. te
